TSL has provided engineering services to Hong Kong’s Civil Aviation Department for more than 40 years, including consultation, equipment supply and installation, technical operation and round-the-clock maintenance. We ensure safe and efficient air-traffic operations at Hong Kong International Airport.
Among our proudest accomplishments was the overnight move of the entire international airport from its old Kai Tak site to Chek Lap Kok on 5 July, 1998, in time for full operations the following morning.
We provide turn-key systems for:
These include speech-processing equipment (SPE), VHF/HF communication systems, automatic message-switching systems (AMSS), aeronautical information databases (AIDB), voice-recording systems (VRS), microwave-link systems and pre-departure clearance (PDC) systems.ds -- These include instrument landing systems (ILS), VHF Omni-directional radio range (VOR), distance-measuring equipment (DME), non-directional beacons (NDB) as well as the aircraft parking-aid (APA) system.
Surveillance
We provide air-traffic controllers and operators with real-time air-traffic situations by providing primary surveillance radar (PSR) systems, secondary surveillance radar (SRS) systems, surface-movement radar (SMR) and precision runway monitors (PRM).

These include radar data processing and display system /flight data processing systems (RDPDS/FDPS).

Airport Data and Voice Communication
ATS Interfacility Data Communications (AIDC) Trial System
This is to pass flights handoff information between airport ATS units for critical air-traffic control (ATC) functions such as notification of flights approaching the boundary of flight-information region (FIR), coordination of boundary conditions and transfer of control-and-communications authority.
Air-report Display and Statistics System (ADSS)
A computer system that helps air-traffic controllers handle aircraft’s air-report, compile statistics on flight movement and radio contacts to meet operational and anticipated flight requirements.
AFTN/ATN Gateway
A message control software based on International Civil Aviation Organization (ICAO) AFTN/ATN Type ‘A’ gateway standard and making use of Windows technologies, its main use is for conversion of AFTN message to ATN message standard.
Other Communication Systems
Design and installation of PABX, hotline, intercom and radio-receiving systems of HK International Airport Emergency Control Center to monitor air-to-ground communication.
Training Software
Comprises a radar simulator, control-tower simulator (CTS) and computer-base trainer (CBT) , a network-based computer-training system employing the latest Internet technology. The system was built around Wintel technology using Windows NT server, Windows 98 and developed with an ASP and SQL server.

Integrated Centralized Monitoring System (ICMS)
This NT-based monitoring system provides a consolidated view of all ATC systems.
Information Support System (ISS)
A robust Internet/Intranet system, with fault tolerant capability, that provides meteorological data, NOTAM, and essential information about terminal and equipment for air traffic controllers.
Technical Store Ledger System (TSLS)
A database system for technical store automation.
Electronic Logging System (ELS)
An NT-based networked computing platform, providing paperless and interactive communication between maintenance staff at different sites scattered around Hong Kong. The system was implemented with the latest Internet/Intranet technology.
Low-cost Radar Display
This is a low-cost backup radar-display system based on target data from secondary surveillance radar and flight plan data from FDPS. It gives ATC controllers real-time air-traffic situation displays, and uses DOS platform and commercial off-the-shelf hardware. Display resolution can be selected from 640x480, 1024x768, 1280x1024 and 1600x1200. It is suitable for mobile military applications and radar target monitoring at ATC management offices and airline-operation centers.
